One Dead, One Charged with Manslaughter in Neighborhood Crash

On November 21, 2019 at approximately 2:44 p.m., the Binghamton Police Patrol Division responded to the intersection of Leroy and Chapin Street for a report of a two car motor vehicle accident with injuries. Upon arrival, officers located a 2015 BMW and 2016 Honda Civic had been involved in the accident and that the BMW had crashed into a house at the Southeast

Corner of Leroy and Chapin Street. Officers found that the sole occupant of the BMW and 4 occupants of the Honda Civic had been injured. The driver of the BMW was in medical distress at the time of the officer’s arrival and the officer performed CPR on the male victim. The victim was later transported to an area hospital. The four occupants of the Honda Civic were also injured and transported to area hospitals with non-life-threatening injuries.

During the continuing investigation, it was determined that the operator of the Honda Civic, 22 year old Elijah Burnside of Binghamton, had been operating the Civic at a high rate of speed Southbound on Chapin Street. The Honda Civic passed the stop sign at Leroy and Chapin, striking the BMW. The operator of the BMW has been identified as 70 year old Ronald Phetphongsy of Binghamton. Mr. Phetphongsy was later pronounced deceased at an area hospital.

As a result of the investigation, Elijah Burnside has been charged with Manslaughter in the 2nd degree.
