State police have filed three felony counts against a man after they stopped him on Court Street in Kirkwood. Troopers arrested Henry Larkin. He’s 61 and lives in Windsor. He was charged with driving while intoxicated and having a BAC above .08%. They are felony counts because he was convicted on the same charges within ten years. He was also charged with felony 1st degree aggravated unlicensed operation. However, troopers weren’t don’t writing tickets … they also charged him with using a vehicle not equipped with an ignition interlock device as well as failure to keep right. Court action is pending.
