Owego Trooper Stops Sedan with 12 People (7 Children)

A 26-year-old woman was issued eight traffic tickets after a stop in the town of Owego on Friday, May 24. Haylery L. Rodriguez, of Johnson City, was issued a ticket for Unlicensed Operator and seven improper restraint of children (no seatbelt) tickets.

New York State Police in Owego were dispatched to a 911 complaint of several children inside a vehicle that were not restrained in car seats.  The caller told 911 operators that the vehicle was leaving the Tioga Downs parking lot.

A trooper spotted the vehicle on State Route 17 and initiated a traffic stop. The trooper discovered 12 people in the vehicle, a 2004 Acura MDX that could only safely seat seven people.  The trooper also observed that there were seven children in the vehicle, ranging from ages 3 to 11, that were not in child seats, booster seats or even belted in the vehicle.

The driver, Haylery L. Rodriguez was also driving with only a learner’s permit and did not have a licensed driver in the vehicle.

The trooper stayed with the vehicle for over two and a half hours to ensure everyone was picked up by a licensed driver with the proper safety equipment.
