Attorney General Eric T. Schneiderman has charged a Dominican Republic-based man with four counts of Unauthorized Practice of Medicine.
Hector Cabral, who is not licensed to practice medicine in New York, marketed low-cost cosmetic procedures to women in New York City.
He provided medical consultations and examinations in New York, and performed the cosmetic surgeries in his Dominican Republic clinic.
Following the procedures, some patients experienced pain, scarring and disfigurement.
The charges alleged that Cabral administered medical follow-up treatments in New York, but did not adequately address patients’ pain or concerns.
He faces up to 16 years incarceration.
