The men accused of murder in the death of 11-year-old Jacelyn O’Connor in Chenango County last July have been indicted on a series of criminal charges. Tobias Rundstrom-Wooding is charged with first-degree murder, second-degree murder, rape, evidence tampering, possession of child pornography and making false statements. James Brower is charged with second-degree murder, hindering prosecution, evidence tampering and making false statements. Investigators allege that she was sexually assaulted. An autopsy showed Jacelyn died from asphyxiation due to smothering. Both Rundstrom-Woodring and Brower are set for arraignment Monday in Norwich.
