The deadline for recertifying pistol permits is January 31st. In Broome County, only about 25% of the 25,000 permits have completed the process. Senator Fred Akshar and Sheriff David Harder have requested that Governor Cuomo extend the deadline. There is no indication if the Governor will grant the request. If the permit was issued after January 15th, 2013, the permit must be recertified before the five year anniversary. The law is expected to be enforced by the State Police following the January 31st deadline; it would be prudent to recertify before that date. There is an online form on the New York State Police web site.
