A Binghamton man has been arrested in Ulster County on drug charges. The Ulster Regional Gang Enforcement Narcotics team says 30-year-old Efrain Feliciano sold cocaine to an undercover officer several times last year. They say he’s a known member of the Bloods Gang and is currently serving time for an unrelated assault in Binghamton. Feliciano has been charged with two counts of criminal sale of a controlled substance and two counts of criminal possession of a controlled substance.
