Former Binghamton Parks Director Arrested For Grand Larceny

The former Director of Parks & Recreation in Binghamton has been arraigned for grand larceny. John Whalen has been charged with grand larceny in the second degree, which includes stealing property valued at more than $50,000. The charge can also include the use or abuse of a position as a public official. Binghamton Mayor Matt Ryan has not disclosed how much money was allegedly stolen, but says an investigation began in October after the city noticed irregularities in how Whalen was conducting business. Whalen worked for the city of Binghamton for over 30 years and held his position through several mayoral administrations before resigning in November. He has pleaded not guilty to the charge. If convicted, he faces a maximum sentence of 15 years in prison. Ryan says the city will likely pursue a sentence that includes restitution if Whalen is convicted.
