Public-employee unions held rallies across the state yesterday as Gov. Andrew Cuomo plans to proceed this week with 9,800 layoffs. Cuomo is seeking $450 million in concessions from labor unions or will move ahead with the layoffs, which are slated to begin July 15. Some workers will find out Friday if they are losing their jobs.  Outside the government complex in downtown Binghamton, about 150 local state employees from the Public Employees Federation joined the statewide protest with a 30-minute rally yesterday.  The employees, who work at the state office building, in Glendale, at the Broome Developmental Center and the Greater Binghamton Health Center, carried signs, raddled clappers and repeated various chants for a fair contract.
