On March 16. Binghamton police received a report of individuals who intentionally abandoned a dog on John Street on the south side. An investigation was initiated by detectives and it was determined the incident had been recorded by
surveillance cameras from an area building. Video evidence showed a female dog abandoned on a city street and left by those who brought the animal to the location by vehicle. The dog was later captured in the same neighborhood and taken to a Binghamton area dog
shelter forpcare and custody.
The police investigation identified the responsible persons: Tanisha L. Banks DOB: 09/01/1980 and Kenny M. Thomas DOB: 08/19/1980, both of 6 Morgan St., Binghamton. On March 20, both were arrested and charged with Abandonment of Animals, in violation of the New York
State Agriculture and Market Law section 355, an unclassified misdemeanor offense.
Booking photos of the assused were not released, by Binghamton police.
Tanisha Banks and Kenny Thomas were issued an appearance tickets by detectives returnable to Binghamton City Court on Thursday March 28 at 8:30 AM for arraignment.
The abandoned dog was recovered on St. Patrick’s Day and subsequently named by shelter staff as “PATTY” and remains in the care of the shelter and is reported to be in good condition.
