Two Arrests Made Following Altercation in Binghamton

This past Tuesday, the Binghamton Police responded to a report of a domestic disturbance on Spring Forest Avenue in the city. The investigation determined that two men had a physical altercation and one of the men menaced the other with a handgun. No shots were fired and there were no reported injuries. The suspect with the handgun, identified as 51-year-old James C.F. Mills, then barricaded himself inside the residence. The Binghamton SWAT Team was deployed, and the suspect eventually surrendered. The handgun was then determined to be illegally possessed by Mills. He was also found to be in possession of a quantity of methamphetamine. Mills was charged with two felony weapons charges. Police charged a second resident, Andrea J. 37-year-old Whelen, for her conduct during the incident. Whelen was charged with felony Criminal Possession of a Weapon and felony Tampering with Evidence. Both suspects were arraigned in Binghamton City Court and remanded to the Broome County Jail.
