Two people have been arrested after Broome County Sheriff’s deputies found a 5-year-old walking alone on East Hill Road. The child was found with cuts and abrasions on his feet according to police. Deputies located the home where the child was last seen leaving, and the residents of the home, 49-year-old James Mann and 40-year-old Lisa Miller, said they last saw the child asleep on the couch. Miller is the aunt of the child’s mother and was watching her two children overnight. Broome County Child Protective Services responded, and the children were returned to their mother. Mann was charged with false impersonation and obstructing governmental administration, and he was also charged for an outstanding forgery warrant out of Binghamton. He was taken to the Broome County jail. Miller was charged with endangering the welfare of a child and obstructing governmental administration and is due to appear in court at a later date. The child did not require medical attention.
