Two men and the company they work for are facing felony charges after allegedly dumping waste into the Susquehanna River. 52-year-old Mark Pullybank of Caledonia and 52-year-old William Clements of Victor were project supervisors in charge of demolition projects at two parking garages, the Binghamton Governmental Center and UHS Wilson Hospital, in 2008 and 2009, respectively.
They are employed by Crane-Hogan Structural Systems of Spencerport, a hydro-demolition firm that uses high pressure water to remove concrete from buildings, such as parking garages, before they are resurfaced. Pullybank and the company face six counts of discharging untreated industrial wastewater from the project directly into the Susquehanna as a result of the Binghamton project. The company is facing a seventh count due to the Johnson City project.
Both Pullybank and Clements face charges for discharging water into the Binghamton-Johnson City Joint Sewage Treatment Plant without approval. The wastewater they dumped includes remnants of concrete.
The Susquehanna provides drinking water to the City of Binghamton.
