Peters failed to observe the truck, rear-ended it, then struck a concrete barrier. Peters was ejected after his vehicle struck the concrete barrier.

Peters was transported to Wilson Memorial Hospital in Johnson City and is reported in stable condition. He is being ticketed for Failure to Exercise Due Care When Passing a Stopped, Standing or Parked Hazard Vehicle and Safety Belt Not in Use.
