Endicott man charged in fatal hit-and-run in Broome County

The Broome County Sheriff’s Office has announced the arrest of a 21-year-old Endicott man in connection with the fatal hit-and-run accident in the Town of Dickinson on Monday.

According to police, Christian A. Rogler has been charged with vehicular manslaughter, leaving the scene of a fatal accident, driving while impaired and criminal possession of a controlled substance.

Deputies responded to the intersection of Upper Front Street and Bevier Street at around 9:30 p.m. on Monday for a report of a man lying on the side of the road.

The victim, who has been identified as 43-year-old Jamel Smalls of Binghamton, was pronounced dead at the scene.

Police said Smalls was struck by a vehicle, which then left the scene of the crime.

According to the Sheriff’s Office, Rogler allegedly hit Smalls when he was walking in a crosswalk on Upper Front Street. The suspect did not stop and check on the victim.

Rogler was allegedly impaired by drugs while driving and had meth with him when he was detained. He was remanded to the Broome County Correctional Facility.
