Endicott Police Department arrested a Binghamton man on Thursday, March 7, after
an investigation into an incident that occurred between January and March, which revealed James R. Finsel, 38, of Pennsylvania Avenue, Binghamton, had subjected a minor to sexual contact. Finsel was charged with one count Sexual Abuse in the
First Degree, a Class D felony, for sexual contact with a victim less than 11-years old.
Finsel was arraigned at the Broome County Sheriff’s Office and remanded to the Broome County jail without bail. The investigation is continuing.
