An Owego man has been arrested on a charge of strangulation after a dispute in Johnson City. 26-year-old Justin Cornwell is said to have locked his girlfriend in a bathroom, before slitting his wrists and then grabbing his girlfriend by the throat. Cornwell refused medical attention by paramedics on scene. He has since been arraigned and sent to the Broome County Jail without bail.
