Southern Tier local enforcement make felony arrests; Candor man faces 100 child porn charges

New York State Police at Owego Bureau of Criminal Investigation arrested David M. Brown, age 63, Candor, NY, for 100 counts of the class “E” felony of Possessing a Sexual Performance by a Child. The Bureau of Criminal Investigation out of SP Owego with the assistance from the Troop C Computer Crimes Unit, conducted an Internet Crimes Against Children (ICAC) investigation and determined that Brown was in possession of numerous videos depicting child pornography.

Owego police said Michael A. Rose, 35, Endicott, NY, was arrested for Criminal Possession of Stolen Property above $1,000.00 (Felony), following a investigation of Shoplifting from a business on Church Street.

Owego police said Brandon J. Shugars, 29, Owego, NY, was arrested for Arrest Warrant issued by the Owego Police Department for Criminal Possession of a Weapon in the Third Degree (D – Felony), following a Traffic Stop on Front Street.

Brandon J. Shugars, 29, Owego, NY, was also arrested for Criminal Possession of Controlled Substance in the Third Degree (B – Felony), Criminal Possession of Controlled Substance in the Fourth Degree (C – Felony), Criminal Use of Drug Paraphernalia in the Second Degree (Scales) (Misdemeanor), Criminal Use of Drug Paraphernalia in the Second Degree (Packaging) (Misdemeanor) and Resisting Arrest (Misdemeanor) following a Traffic Stop on Front Street.

Owego police said Marian I. Grechka, 37, Owego, NY, was arrested for Criminal Contempt in the First Degree – Physical Contact (Felony), Criminal Contempt in the First Degree – With Priors (Felony), Criminal Possession of Controlled Substance in the Seventh Degree (Misdemeanor) and Harassment in the Second Degree (Violation), following a Domestic Incident on Hallstead Avenue, where a Order Of Protection was violated.

Owego police said Crystal L. Bair, 38, Owego, NY, was arrested for Bench Warrant issued by the Binghamton Police Department for Grand Larceny in the Fourth Degree (Felony), following a Traffic Stop on W Main Street.

Owego police said Rikki D. Spencer, 49, Painted Post, NY, was arrested for Tampering with Physical Evidence (Felony), Criminal Possession of Controlled Substance in the Seventh Degree (Misdemeanor) and Inadequate Plate Lamps (Violation), following a Traffic Stop on State Route 17.

On October 15, at approximately 3:30 A.M., New York State Police at Owego was dispatched to a report of a suspicious vehicle stopped on Jewett Road in Apalachin. Troopers found Chet S. Payne, age 50, of Owego, NY, inside the vehicle, with the engine running and sleeping. Apalachin EMS arrived on scene and Payne was awakened and Troopers observed impairment. Payne was transported by Apalachin EMS to Binghamton General Hospital.  Chet was issued appearance tickets for the class “E” felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Intoxicated.

On October 26, at approximately 2:28 A.M., New York State Police at Endwell arrested Jaswinder Singh, age 38, of Vestal, NY, for the class “D” felony of “Driving While Intoxicated (with two previous convictions within two years) and the class “E” felony of Aggravated Unlicensed Operation in the first degree. Troopers observed a vehicle traveling at almost double the speed limit on State Highway 17 in the town of Union. Troopers also observed additional vehicle and traffic infractions when they initiated a traffic stop.  While interviewing Singh, the Troopers observed characteristics associated with alcohol impairment. After performing poorly on Standardized Field Sobriety Tests, Singh was arrested.

Chordas Jr., 42, Binghamton, NY, was arrested for Criminal Possession of a Weapon in the Third Degree (D – Felony), Tempering with Physical Evidence (Felony), Criminal Possession of Controlled Substance in the Seventh Degree (Misdemeanor), Aggravated Unlicensed Operation of Motor Vehicle in the Third Degree (Misdemeanor), Cannabis Use in Motor Vehicle (Violation), Uninspected Motor Vehicle (Violation), Improper Exhaust (Violation) and Improper License Plate (Violation), following a Traffic Stop on State Route 17.

Owego police said Ryan A. Williams, 34, Barton NY, was arrested for Criminal Possession of a Weapon in the Second Degree (C – Felony), following a Traffic Stop on West Main Street, where a loaded handgun was recovered.
