Rouille: 'Not Going Down Without A Fight'

Police had reason to believe that the armed and dangerous man who was arrested Tuesday in Chenango would attempt to kill any officers that tried to apprehend him. 32-year-old Robert Rouille of Elmira was caught Tuesday night, after police wanted him on an attempted-robbery charge stemming from an incident earlier in the month in the Town of Southport. 52-year-old Sloman Knox of Elmira was also wanted in the incident, and told police that Rouille would not be going down without a fight. Knox told officers that if a police officer were to pull Rouille over, that he wouldn’t hesitate to shoot the officer. Based on information acquired by Knox, combined with the fact that no weapon was found after the attempted armed robbery, police considered Rouille to be armed and dangerous. Rouille was also convicted of manslaughter as a juvenile in August of 1994, at the age of 14, when he stabbed 18-year-old Hugh Brown of Elmira. He is now facing charges of first degree attempted robbery as well as third degree criminal possession of a controlled substance.
