New York State Police at Endwell arrested Joseph M. Newfrock, age 21 of the Town of Union, at 8:30pm Thursday in a domestic dispute that police said involved a gun, choking and a crash involving parked vehicles in the neighborhood around the July 4th fireworks display at Highland Park. State police gave this account: A trooper was dispatched to a domestic dispute at a residence on Columbia Drive in the Town of Union. A victim told the trooper that after an argument over taking the victim’s car, Newfrock threatened the victim with an unregistered gun, struck the victim with the butt of the gun and choked the victim before getting into the vehicle and leaving the area.
A short time later, another trooper was dispatched to an accident involving multiple parked vehicles on Alexander Street in the Town of Union. The trooper discovered that the accident was caused by Newfrock. Troopers were assisted on Alexander Street by deputies from the Broome County Sheriff’s Office. Newfrock was transported to a local hospital for head injuries. He was issued appearance tickets returnable to the Town of Union court on July 16.
He was charged with felony Criminal Possession of a Firearm and the misdemeanors of Criminal Obstruction of Breathing, Criminal Mischief in the fourth degree, Assault in the third degree and Menacing in the second degree. He was also charged with the misdemeanor of Driving While Ability Impaired by Drugs.
