Update: Harpursville Toddler Death Ruled Accidental

The death of a toddler in Harpursville has been ruled an accidental drowning.  State police say 18-month-old Andrew Duong was found unresponsive in a pond near his foster home on Hickox Road. Police say the toddler and another four-year-old child were under the care of an 18-year-old foster sister when the boy opened the door to the house and walked outside.  His foster mother, Marguerite Joyce, returned home during the search for Andrew and found him unresponsive at a nearby pond.  The Broome County District Attorney’s Office is investigating the case, and no charges have been filed.
