Chemung County lawmakers unanimously approved their 2011 budget Monday night.
The $168 million spending plan includes no cuts to services or positions.
It also does not raise taxes for the sixth straight year.
A vote on the budget was postponed last month due to concerns about a planned mortgage tax.
