Later this morning, the Chemung County Sheriff’s Office and other law enforcement personnel will bid farewell to Captain Douglas Houper, who is retiring from the Sheriff’s Office after 27 years of service. Captain Houper began his career with the Chemung County Sheriff’s Office in 1991 as a Correction Officer and rose through the ranks of Road Patrol Captain. Personnel will bid farewell to Captain Houper at 11:15 a.m. in front of the Justice Building, located at 203 William Street in Elmira. The public is welcome to attend.
