Horseheads police officer will not be disciplined following Elmira after party incident

The Horseheads Police Officer who was seen on video striking a man who was on the ground during an incident in Elmira on Aug. 4 will not be disciplined.

According to the Horseheads Police Department, all officers’ actions were deemed appropriate after reviewing all videos, paperwork and discussions with Horseheads Police Officers and Elmira Police Chief Kristen Thorne.

Horseheads Police Chief Michael J. Suhey said the man who was struck in the video claimed no injury and refused medical treatment when offered by officers.
