An investigation is currently underway into a Horseheads Police Officer who was seen striking an individual while they were on the ground during an incident in Elmira last weekend.
According to WETM, the altercation occurred during a large after party on the 400 block of West Hudson Street just hours after police made several arrests outside of a bar on West Water Street following a large private party. Between the incidents at West Water Street and West Hudson Street there were more than a dozen arrests made in the early morning hours on Sunday.
In a video obtained by WETM, several police officers were seen surrounding one man on a sidewalk along Connelly Ave. just off of West Hudson Street. After bringing him to the ground, one officer from the Horseheads Police Department appears to strike the man several times in the head and neck area while he was face down on the ground.
Police said the man was charged with disorderly conduct and obstruction of governmental administration.
The President of the Elmira Police Benevolence Assocation, Brooks Shaw, told WETM that “the officers were forced to use necessary force against the subject in order to gain compliance from those actively resisting the police.”
Shaw also said the subject is known to local law enforcement for his history of weapons possession and history of violence.
