FROM THE CHEMUNG COUNTY SHERIFF’S OFFICE:
The Chemung County Sheriff’s Office has concluded their investigation into the death of Attorney Matt Rosno. It has been concluded that on the evening of Dec. 21, 2018, Mr. Rosno attended a Christmas party at a restaurant in the Village of Horseheads from approximately 6:00 p.m. to about 11:00 p.m. At the conclusion of that get-together, he and others went to another establishment in Horseheads.
During the evening, Mr. Rosno consumed several alcoholic beverages. About 12:00 a.m. on Dec. 22, unbeknownst to others, Mr. Rosno left the establishment on foot and walked in a southerly direction on South Main Street.
At the time, Mr. Rosno was only wearing a suit and did not have a jacket, hat or gloves. It was raining and about 38 degrees. Mr. Rosno continued in a southerly direction on South Main Street and at some point crossed Lake Rd. and began walking east behind a farm house and continued in that direction through a large field.
Due to his extended exposure to the rain and snow, and the temperature dipping as low as 34 degrees, hypothermia set in and he lost consciousness in the field. He eventually died due to exposure to the elements.
It is our determination that alcohol contributed to his death. There were no other substances detected in his toxicology and we have absolutely ruled out any suspicious conditions or foul play as contributing factors.
