Cuomo Lays Out Plans in State of the State

Gov. Andrew Cuomo called on New York to once again become the Empire State in his first State of the State Address.
He laid out an ambitious agenda Wednesday to start solving the economic crisis, lower taxes and reduce the size of the state’s government.
“We need to transform our budget,” he said. “We have to start with an emergency financial plan to stabilize our finances, we need to institute a wage freeze in the state of New York, we need to hold the line on taxes, we need a state spending cap and we need to close this $10 billion gap without any borrowing.”
The governor plans to overhaul the state’s oversized government by creating a commission to find places where agencies can be cut or combined. He also announced a separate commission to restructure Medicaid.
Throughout the speech, Cuomo reiterated that competition works, announcing plans to change funding for schools, state agencies and municipalities to competitive grants.
Cuomo also called on legislators to work together with him and change the culture of Albany. Legislative leaders offered their cooperation before the governor’s speech.
