Endicott Man Convicted of Arson

An Endicott man has been convicted of starting the fire that damaged his apartment complex on Monroe Street in Oct. 2009.
53-year-old Randy Foote faces up to 25 years in jail when he is sentenced on March 14.
Foote was facing eviction when Broome County fire investigators say he lit a paper bag and placed it between two mattresses that he propped against a wall.
The fire damaged the entire three-story building, killed several pets and displaced more than a dozen residents.
Foote’s attorney claimed his client was not responsible due to a mental illness, but the judge rejected that defense.
