Four people have been arrested in Norwich after forcing their children and dogs to live in poor conditions. According to the Chenango County Sheriff’s Office, deputies were called on Sunday to the Valley View Trailer Park in North Norwich to investigate calls about child and animal abuse. Police and members of other social service agencies found six children, ages 9 to 17, and several dogs living in unsanitary conditions. 39-year-old Norman Hebert, 37-year-old Barbara Hebert, 40-year-old Norman Fuller, and 40-year-old Stacy Cox were each charged with six counts of endangering the welfare of a child, along with an undisclosed number of counts of cruelty to animals. All six children were removed and are staying with other family members. The dogs were taken to a shelter. The trailer they were all living in has been condemned.
