Just after 1:30 Wednesday morning, officers were dispatched to the 200 block of East State Street for a report of a man making threats with a knife. While on the scene, police arrested 26-year-old Richard Knapp of Ithaca. Knapp still had the knife in his hand when officers arrived, and he complied when he was told to drop the weapon.
