Man Prepares Lawsuit Against Oneonta

An attorney for Bradford Shanks, 39, is preparing a lawsuit in connection with a police brutality case in Oneonta.
Shanks says officer Michael Breen used excessive force while Shanks was in custody on January 28.
Shanks hired attorney Bryan Konoski who has offices in New York City and Liverpool.
Konoski announced he intends to file a notice of claim to inform the city of Oneonta of an impending lawsuit next week.
The city hired an independent investigator to look into the Shank’s incident and police procedures.
Following the report, Joseph Redmond resigned as police chief after more than 30 years with the force.
The Otsego County District Attorney is reviewing the report to decide whether it warrants charges against Breen.
