Owego police arrested Robert D.,Cassin, 51, Newark Valley NY, for Criminal Contempt in the First Degree (Felony), for violating an Order of Protection. Cassin was turned over to Tioga County Sheriff’s custody for arraignment at Tioga County Centralized Arraignment Court and Released on His Own Recognizance by Town of Owego Justice Hogan, per New York State Bail Reform Laws.
Owego police arrested Bo J. Angel, 38, Owego NY, for Burglary in the Second Degree (C-Felony), Strangulation in the First Degree (C-Felony), Criminal Contempt in the First Degree – Violating Order of Protection (Felony), Unlawful Imprisonment in the Second Degree (Misdemeanor), Criminal Obstruction of Breathing (Misdemeanor), Assault in the Third Degree (Misdemeanor), and Criminal Mischief – Preventing a 911 Call (Misdemeanor), following a investigation of a Domestic Violence Incident on Adaline Street. Angel was turned over to Tioga County Sherriff’s custody for arraignment at Tioga County Centralized Arraignment Court, where he was remanded to Tioga County jail without bail.
On November 18, 2022, at approximately 4:03 p.m., New York State Police at Owego arrested William L. Terry Jr., age 66 of Endicott, NY, for the felony of Aggravated Unlicensed Operation in the first degree and Driving While Intoxicated (with a previous conviction within 10 years). A trooper was dispatched by Tioga County 911 to a report of an unresponsive man in a running vehicle at a car wash on State Route 17C. The trooper observed characteristics associated with impairment. Terry performed poorly on Standardized Field Sobriety Tests was arrested. He was transported to State Police Owego where he was processed and issued appearance tickets to the Owego Town Court and released to a sober third party.
On November 29, 2022, at approximately 10:25 p.m., New York State Police at Binghamton arrested Daren G. Scherer, age 38 of Binghamton, NY, for the felony of Driving While Intoxicated (with a previous conviction within 10 years). A trooper observed a vehicle speeding Interstate 88 in the Town of Fenton and initiated a traffic stop. The trooper observed characteristics associated with impairment and Scherer took Standardized Field Sobriety Tests, which confirmed impairment. Scherer was transported to State Police Binghamton, processed and turned over to Broome County Centralized Arraignment and Processing.
On November 2, 2022, at approximately 1:04 a.m., New York State Police at Endwell arrested Kathleen P. Stever, age 24 of Endwell, NY, for the felony of Driving While Impaired by Drugs (with a prior conviction within 10 years). Troopers on Union Center-Maine Highway in the Town of Union observed a vehicle travel over the double yellow line several times and initiated a traffic stop. While interviewing Stever, troopers observed characteristics associated with impairment. Stever was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. She was arrested and transported to State Police Endwell, where she was additionally evaluated by a New York State Police Drug Recognition Expert. Stever was processed and issued appearance tickets to the Union Town Court.
