The Tioga County Chamber of Commerce held a commencement ceremony for the 2018 graduating class of Leadership Tioga on Tuesday in Owego. The students take part in a ten-month program designed to educate, inform and empower leaders. The students live or work in Tioga County and are interested in developing their leadership skills and knowledge of local issues. The program now has over 300 graduates
