On July 20 at approximately 5:10 p.m., New York State Police at Sidney arrested Wendy A. Kinchoy, age 41 of Apalachin, for the misdemeanor of Identity Theft in the third degree. An investigation revealed Kinchoy was hired to provide home health care to a victim in Guilford. Kinchoy is accused of taking the victim’s credit card and making an unauthorized purchase in June. Kinchoy responded to the State Police barracks in Sidney on July 20 and was arrested. She was issued an appearance ticket to respond to the town of Guilford court on September 3, 2019.
