The Tioga County Sheriff’s Office has released more information following the investigation of a fatal shooting last night in the Town of Owego. At about 5:12pm the Tioga County Sheriff’s Office received a 911 Call reporting a person had been shot. Deputies responded to the scene on East Campville Road where they found the victim, Naomii Miklic, age 15, of Cherry Valley NY who was subsequently taken to Wilson Hospital by Campville Fire Department Ambulance where she was pronounced dead. The investigation determined that there was another juvenile in the vehicle, an 18 year old male, and a 28 year old male as well as numerous weapons in the vehicle.
Investigators learned that the 18 year old male, Justin Dibble, was in the rear passenger seat with a loaded handgun in his possession when the gun discharged striking Miklic. Dibble, of Cherry Valley NY, was charged with Manslaughter in the 2nd degree and Criminal Possession of a Weapon 2nd, both charges are class C- Felonies.
The driver of the vehicle was identified as 28-year-old Isaiah L. Bowen, also of Cherry Valley NY. He was charged with Criminal Possession of a weapon 2nd degree. Both subjects were arraigned by Justice Bell in the Town of Owego Court, and were both remanded to the Tioga County Jail without bail.
