The Owego Police Department has made an arrest in connection with a drug related death. 21-year-old Joseph Allen of Candor has been charged with Aiding and Abetting after police say he assisted an adult male with the injection of an illegal narcotic. That person later died as a result of the incident. Allen is being held in the Tioga County Jail on $50,000 cash bail or $100,000 bond. Another person is expected to be charged shortly. The incident occurred in a home on East Temple Street in Owego last Summer. The arrest comes now, following the results of a pending toxicology exam. OPD was assisted by the New York State Police Major Crimes Unit.
