Endicott man arrested after police chase ends in Owego

An Endicott man was charged with several felonies after a vehicle pursuit that ended in Owego on Monday evening. It began when New York State Police received a report that 32-year-old Phillip Williams had made threats to harm himself and others with a rifle. They located his vehicle on Pennsylvania Avenue in Apalachin and attempted to pull his pickup truck over, but Williams fled into Pennsylvania.  Troopers caught up to him two hours later, and chased him along Route 434 from Apalachin to the end of Court Street Bridge on the south side of Owego.

Williams threatened police with the rifle and was taken into custody after a brief struggle. No injuries were reported. Williams was charged with three felonies, several misdemeanors, and numerous traffic violations. He was sent to the Tioga County Jail without bail. New York State Police were assisted by Pennsylvania State Police, the Tioga County Sheriff’s Office, and the Owego Police Department.
