A Tioga County Grand Jury has handed up indictments against two men in the shooting death of a 15 year old girl in Tioga County on January 31. The Grand Jury indicted Justin Dibble, age 18, and Isaiah Bowen, age 28, both of Cherry Valley. Dibble is accused of shooting 15-year-old Naomi Miklic in the back on January 31st while they were travelling in a car on East Campville Road in the Town of Owego. Miklic is also from the Cherry Valley area.
Dibble was charged with second-degree manslaughter in an indictment returned February 18. He was also indicted for two counts of second-degree criminal possession of a weapon, third-degree criminal possession of a weapon, fourth-degree criminal possession of a weapon, two counts of reckless endangerment and two counts of acting in a manner injurious to a child, 1 count endangering the welfare of a child. He is being held in the Tioga County Jail on $50,000 bail pending further court action.
Bowen was indicted on two counts of second-degree criminal possession of a weapon, five counts of third-degree criminal possession of a weapon, fourth-degree criminal possession of stolen property, acting in a manner injurious to a child, and 2 counts of endangering the welfare of a child. He is also being held in the Tioga County Jail on $10,000 bail and return to court at a future date.
