The Tioga County Council on Alcoholism and Substance Abuse will be closing its doors after over a quarter century of operation. The Council and the services it provides will officially close on September 5th after it wraps up its current round of programs. The Council lists limited resources as its primary reason for closing. The Tioga County Council on Alcoholism and Substance Abuse has been a provider of prevention and education services since 1989.
