State police arrested three people after they received a gun complaint on Temple Street in the Village of Owego. Troopers charged 24-year-old Elliott Gagnon of Candor with criminal possession of a weapon. He’ll appear in village court at a later date. Troopers also arrested 22-year-old Casey Sauer of Owego and 28-year-old William Apgar of Berkshire. They were charged with unlawful possession of marijuana.
