Tioga County has lifted the “unnecessary travel advisory” that went into effect early Tuesday morning. As of 3PM Tuesday afternoon regular travel was permitted, however the state of emergency remains in effect until further notice.
Heavy rain from Tropical Depression Florence caused flash flooding throughout the Twin Tiers. Most of the affected areas in Tioga County were to the north and west.
Over 38 roadways were affected during the morning commute in Tioga County alone, including several evacuations.
In Owego, the North Avenue/Route 96 underpass was closed by 3 feet of water, as well as Glen Mary Drive which would have been used as an alternate route, but that was flooded as well commercial vehicle traffic including tractor trailers and semi’s had to avoid Owego altogether yesterday. Today is a different story though. As of 4 o’clock Tuesday both the North Avenue underpass and Glen Mary Drive reopened.
Turner’s bridge in Owego also reopened after being closed most of the day due to flooding. A team of hydrologists monitored the Owego Creek level, and was able to tell emergency personnel when the creek crested.
