Tioga County Sheriff’s Office is currently seeking the whereabouts of David C. Woodard, age 69, of Candor. Woodard was indicted by a Tioga County Grand Jury in July for one count sexual abuse in the first degree (class D felony) and misdemeanor counts of forcible touching and endangering the welfare of a child.
