Towanda Police have arrested a Wilkes-Barre man on a number of charges. 45-year-old William Wylie has been charged with possession of methamphetamine, possession of drug paraphernalia, driving while under the influence, possession of a firearm with an altered serial number, and possession of a firearm without a permit. Wylie was found passed out behind the wheel of his car in Towanda, and when police found him, they spotted a glass smoking device and sensed an acidic smell coming from the vehicle. They also found a handgun during a routine pat-down. Wylie has a felony conviction from 1988 and cannot legally be in possession of a firearm in Pennsylvania. He is set to appear in court next month on the charges.
