New Year 2020: Times Are A-Changing in Southern Tier and NY

This is the final weekend of 2019 … when the calendar turns to 2020 on Wednesday morning, some changes will come to local governments in the Southern Tier as recently elected officials are sworn into office.

Tioga County Sheriff Gary Howard

A few examples … in Tioga County, Gary Howard will be sworn-in for a another term as sheriff. Howard easily won re-election in November by a 6-to-1 margin in countywide voting. Howard was first elected Tioga County sheriff in 2004.


Barbara Roberts, an incumbent, and Jonathan Marks will be sworn into office for terms on the Town of Owego board. Both were elected in the November election.


Linda Jackson will take office as mayor of Endicott. Jackson defeated long-time trustee Cheryl Chapman in the November election to succeed John Bertoni, who retired after 12 years in office.


Michael Korchak

Michael Korchak, who lost the Republican primary but then ran as a third-party candidate in November and won, is set to become Broome County’s new district attorney. His defeated opponent in a very close race in November demanded a recount but a New York State Supreme Court judge denied the request. Korchak, a current assistant district attorney who was supported by high-profile people in Broome County, was declared the winner by roughly 50 votes.


New Year’s 2020 will bring a big change in almost everyone’s day-to-day life in New York State, including most retailers, when a ban on all plastic carryout bags goes into effect on March 1. Plastic bags will be banned from distribution by anyone required to collect New York State sales tax. One of the alternatives is those reusable bags that many groceries and retailers sell at their checkouts.
