A town of Norwich man has been sentenced to 20-years to life for the rape and murder of 11-year-old Jacelyn O’Connor in July of 2017. Tobias Rundstrom-Woodling accepted a plea arrangement from the Chenango County District Attorney. His accomplice James Brower is expected to go to trial in early 2019.
