Binghamton Mayor Matt Ryan will deliver his final State of the City address tonight. Ryan says tonight’s speech will focus on plans to modernize City Hall to include more information technology and information services. He plans to urge the next mayor to continue on a more progressive path with an active government. Ryan is currently in his second and final term as mayor. The State of the City address will take place at 5:30 tonight in Council Chambers. Doors will open to the public at 5 o’clock.
