A local man has been charged with rape. Police say the incident took place early Sunday morning along Temple Street in the village of Owego. 23-year-old Ian Webster is facing charges of rape in the first degree, unlawful imprisonment, assault and criminal obstruction of breathing. He was arraigned in the Village of Owego Court and is being held on $25,000 cash bail.
