The city of Norwich has applied for $5 million in loans from the federal government. The money would be used to replace the city’s current water treatment plant, which was built in 1904. While the plant has had its share of updates in the past, the city’s ability to pump and filter its water has decreased as the plant has aged. The money would be part of a U.S. Department of Agriculture loan package which will be paid back over the next thirty years. The new plant would service over 15,000 residents in the Norwich area with clean water. The city says residents will not see their bills increase more than the typical annual increase. If approved, construction could begin as early as this spring and be finished by 2015.
