A Waverly man was arrested and a woman is wanted following a foot pursuit on Broad Street Monday morning. According to Waverly police, 24-year-old Kevin Shipman, of Waverly, was walking on a railroad bridge with Julia Martin when officers approached to advise them to stay off the property. As the two fled the scene, Shipman dropped a bag containing drug paraphernalia, needles and narcotics. Shipman was picked up by a vehicle on Route 17 following the incident, but was later located with the car and taken into custody. Charges are pending against the driver of the car.
