State Police have made two arrests in an arson case in Horseheads. 51-year-old Roger Allwood of Elmira Heights, and a 16-year-old boy are accused of throwing an incendiary device onto the front porch of a home on Valley Avenue. Investigators said the two specifically targeted the house. There were people inside, but no one was hurt in the fire. Allwood and the teen are both charged with first degree arson. They’re being held without bail. Police are still investigating the fire.
